The first reason can be that the fuse is able to become open circuit for the sake of its lifespan. It is true that there are some fuses that do remain intact for many years at a stretch while there are many who do exist for only couple of years. Secondly, the external factor such as a surge causing the fuse to open circuit in order to protect the main board.
